Sell in May and Go Away
Given the volatile nature of the current environment, the Sell in May crowd may not want to get far from their trading monitors. The economy seems to have battled off the mat and is now merely bad. But as this morning’s ugly factory orders data showed, growth remains elusive. Data in the summer months will have a strong bearing on whether the Green Shoots crowd has it right or if something worse is in the offing.
Some of today’s tentativeness likely stems from what’s coming next week. The Federal Reserve stress tests probably won’t shock, by design, but the lack of shock will raise more questions about the quality of information we’re getting from the financial sector. This will addle more than encourage.
Also, next Friday the monthly jobs report for April is due. It will likely be another humdinger of the bad variety which won’t help sentiment matters.
We’re in a tricky spot. Sentiment has improved, expectations have risen and people believe the worst is over. But what is ahead? That’s a mystery that will keep investors more focused than usual over the coming summer months.

Federal Reserve's Liquidity Facilities isn't panacea
- (1) Fed lending can’t solve the fundamental problem — the shortage of capital in the banking system... until the banking system is viewed as being sufficiently well-capitalized and is able to expand its lending activity significantly the economy will suffer.
- (2) Legal limits require the Fed to lend only when the would-be borrower offers sufficient collateral; it can’t lend unsecured or provide guarantees. (The Treasury can, however.)
- (3) Initiatives such as TALF (Term Asset-Backed Securities Loan Facility) are off to a slow start because of “the reluctance of investors to participate” in part because of “worries about what participation might lead to” given the political environment. Dudley pronounced these worries “misplaced.

Amidst all the data, models, and sophisticated tools that today’s economic forecasters have at hand, there’s one simple series with a pretty impressive track record for predicting when recessions are coming to an end: jobless claims, a weekly tally of how many new claims Americans are filing for unemployment benefits, released every Thursday by the Labor Department.Jobless claims have risen sharply during this recession, but shown some stabilization lately. Last week, newly filed claims plunged by a seasonally adjusted 53,000 to 610,000 – which some cautioned was a quirk of the timing of the Easter holiday – and the four-week average of new claims fell by 8,500 to 651,000, the series’ first decline in three months.
Forecasters love tracking jobless claims because they’re a timely read on the labor market, but also because they have historically been a great way to determine when declines in economic activity are nearing an end.
Robert J. Gordon, an economics professor at Northwestern University who sits on the committee tasked with dating recessions, is one who finds enormous value in this series. Going back to the late 1960s, he has found that the four-week average of new claims peaks about a month before the declared end of recessions with remarkable accuracy.
As of right now, the four-week average claims series peaked at a level of 659,500 in the week ended April 4. If that number holds, based on the series’ past performance it would mean the recession ended somewhere between late March and early May – a far more optimistic read on the economy than any consensus forecast (the latest WSJ survey of economists shows on average they expect the recession to end in September). “The end of the tunnel may only be weeks away,” says Mr. Gordon.
Of course, that’s a pretty big “if.” First of all, the current recession – which began in December 2007 – has been longer and by many measures more severe than any other postwar recession, so it remains to be seen whether jobless claims will have the same predictive power they’ve shown in the past. Secondly, the weekly series is volatile and could well keep rising as the nation’s unemployment rate, now 8.5%, heads towards the double-digits many expect.
“A clear down-turn in claims would be a strong signal of a turn in the broad economy, but we think that is still a few months off,” said Ian Shepherdson, an economist with High Frequency Economics, in a note following the release.

For Fed, Big Test Will Be When to Turn Off the Money Pump
During the past eight months, the Federal Reserve has pumped more than $800 billion of cash into the nation's financial system, an action that in normal times could lead to an ugly inflation surge.
Fed Chairman Ben Bernanke is confident that isn't going to happen this time around. To quiet skeptics and reassure markets, he and his lieutenants have been going out of their way the past few days to explain why inflation isn't in the outlook and to lay out the tools they have in hand to fight it.
The focus on inflation isn't just coming from the Fed. In a report this month, Goldman Sachs economists sought to knock down what they described as a wave of "inflation hype" they had been hearing from clients and bond-market traders.
The focus on the issue comes with the Fed's next policy meeting, set for next week. With so many programs already in train, the central bank looks unlikely to take dramatic new actions at the meeting. Assessing signs of improvement in the economy, contingency planning and deliberations on long-term exit strategies are likely to be important parts of the discussions.
Inflation might seem like a distant worry today. Last week, the Labor Department reported that consumer prices in March fell year over year for the first time in 54 years. Rising unemployment and idle factory floors mean businesses have little incentive or capacity to raise wages or the prices they charge customers. There's a risk, in fact, that if the economy weakens much more, the opposite of inflation -- deflation -- could become a serious threat.
That's why the Fed's goal for now is to get inflation higher, not lower. It has effectively been printing money as part of its rescue efforts. When it buys mortgage-backed securities or makes commercial-paper loans, as it has been doing, it electronically credits its counterparty banks with cash in return, which pumps new cash into the financial system.
At some point when the economy recovers from recession, the Fed is going to have to withdraw this money and raise interest rates. Because the Fed is still ramping up many of its programs, the amount of money it will have to withdraw some day is sure to be even higher than today's astronomic levels.
If the Fed is too slow to mop up, the economy could theoretically overheat and lead to an inflation comeback. If investors don't believe the Fed is up to the task, long-term interest rates could rise in advance of such an event, undermining a recovery before it even happens.
"We are thinking carefully about these issues," Mr. Bernanke said in a speech in Atlanta last week. "Indeed, they have occupied a significant portion of recent [Federal Open Market Committee] meetings."
One worry is that the Fed has pumped so much money into the economy, and done it in so many unconventional ways, that it is going to be operationally hard to reverse course when the time comes.
"We have a number of tools we can use to absorb [cash in the financial system] and raise interest rates when the time comes," Fed Vice Chairman Donald Kohn said in a speech over the weekend.
One part of the Fed's strategy is that many of its programs were designed to run off naturally as the markets they are meant to assist improve. For example, its holdings of short-term commercial paper have declined to $250 billion from $350 billion in January as the private market has come back to life.
Programs like the Fed's commercial-paper-lending effort were designed to have unattractive terms as markets heal, giving investors an incentive to wean themselves off the central bank.
The central bank also could someday sell some of its longer-term holdings, such as Treasury bonds or mortgage-backed securities. The act would pull cash out of the financial system and push up interest rates in those markets, which could help the Fed temper growth if the economy begins to overheat. It also could lend its holdings of long-term securities to private investors and take cash in return -- something known as a "reverse repo" -- which would pull cash out of the financial system.
It has other approaches for both draining cash from the financial system and pushing up interest rates as needed. It pays banks interest on the cash they keep on reserve at the central bank. The Fed could push up those rates -- now near zero -- when the time is right. That would give banks a disincentive to lend the money in other ways.
Getting the plumbing right is part of the challenge. A bigger challenge is deciding when to turn the water off.
Right now the moment looks far off. Despite recent signs of improvement in consumer spending, housing and stock markets, the economy is still burdened by slack. The unemployment rate, at 8.5% in April, was three percentage points above its 20-year average. It could take months or even years of above-trend economic growth to get the jobless rate back to its longer-run trend. That gives the Fed "oodles of time to unwind its balance sheet," says Goldman Sachs.
But Paul Kasriel, chief economist of Northern Trust of Chicago, isn't so sure the central bank will get it right. He's not worried about what the Fed has done to date. He's worried the Fed will take too long to make the decision to unwind it.
"The Fed is going to want to make sure that the economy has started on a sustained growth path, and of course there will be a lot of uncertainty about that," Mr. Kasriel says. The real risk, he says, is that the Fed overstays its accommodative policies, "for fear of choking off a recovery."
By 2011, despite all the Fed's efforts to prepare itself, Mr. Kasriel sees inflation on the rise.

GREECE
OVERVIEW OF PROGRESS
PART I: GENERAL ASSESSMENT
1. The Greek National Reform Programme (NRP) present the policy response to the
key challenges. Notable progress has been achieved in the transposition of internal
market legislation. Greece has achieved a high earmarking of Structural Funds in
support of the Lisbon Strategy. The Structural Funds strongly support the above
priorities. However the pace of implementation of growth oriented investment
projects co-financed by the Structural Funds is slow.
2. The Greek NRP outlines a series of policies responding to the Council
recommendations and points to watch and underlines the main policy priorities for
the period 2008-2010. These include the continuation of efforts to strengthen the
financial and long-term sustainability of the economy, an increase of productivity
through the implementation of structural reforms, the improvement of the business
environment and an increase in employment participation.
3. Consultation on the NRP at the level of the central government and the main social
partners appears to be good. A specific committee for monitoring and coordinating
the NRP has been created, with the participation of all relevant services, social
partners and NGOs. Attention is put on the monitoring and evaluation of
implementation of reforms in the context of the Structural Funds.
4. In the light of the following assessment Greece should pay particular attention to the
country-specific recommendations presented in the recommendation for a Council
recommendation COM(2009)34. Alongside this, the following challenges also
remain important: one-stop-shops and start-up times, competition in professional
services, solid and water waste management, female participation in employment,
and a coherent active ageing strategy.
MACRO-ECONOMIC POLICIES
5. Greece faces a number of structural challenges potentially affecting its
competitiveness. Of particular importance is to address positive unit labour cost and
inflation differentials with the euro area that are affecting competitiveness and
widening the current account deficit. The general government deficit remains too
high and the gross level of debt remains amongst the highest in the EU. Persistent
fiscal imbalances, inflationary pressures, and worsening competitiveness largely lie
behind the mounting external imbalances, which are expected to widen further in the
medium term.
6. The Council recommended that Greece pursued fiscal consolidation and debt
reduction, and proceeded rapidly with the implementation of the pension reform,
with a view to improving long-term fiscal sustainability. The general government
deficit in 2007 was 3.5% of GDP, considerably above the budgetary target of 2.4%
of GDP. This marks an end to the fiscal consolidation that began in 2004. The
absence of an effective control of primary expenditure, along with the low quality of
the fiscal adjustment observed in recent years (which has been basically based on
revenue-enhancing measures) entails risks for the sustainability of the fiscal
adjustment. For 2008, the budget law projected a deficit target of 1.6% of GDP but
significant expenditure overruns and revenue shortfalls have meant an upward
revision of the official target deficit to 2.5% of GDP. Government gross debt, which
reached 95% of GDP in 2007, is expected to decrease only by ¾ % of GDP in 2008.
Greece has adopted important legislation to reform pensions in 2008 but the scope
and the progress in implementation have been limited and may therefore need to look
into additional measures to improve the long-term sustainability of public finances.
7. Greece was also asked to focus on the containment of inflationary pressures and the
current account deficit. Persistent high inflation in Greece is mainly associated with
the structural weaknesses of both product and labour markets. The limited impact of
measures recently taken suggests that better targeted measures are needed to improve
the functioning of product and labour markets, which should contain inflationary
pressures and address external imbalances.
8. A major reform of the budgetary process introducing a system of program-based
budgeting is gradually being implemented. Even though it is expected to contribute
positively to the transparency and efficiency of the budgetary process, it does not
tackle structural shortcomings both in terms of the preparation of the budget and its
execution including in particular expenditure control.
MICRO-ECONOMIC POLICIES
9. Greece's micro-economic priorities are to generate higher productivity growth
through addressing structural weaknesses of public administration, to reform product
markets, generate higher levels of investment in human capital and knowledge,
improve the business environment, enhance competition by further opening product
markets, and reinforce export performance and competitiveness.
10. The Council recommended Greece to modernise its public administration by building
up effective regulatory, control and enforcement capacities, and by ensuring an
effective use of Structural Funds. A specific Structural Funds Operational
Programme will support better regulation in line ministries, including the
introduction of an integrated impact assessment system and actions to reduce
administrative burdens by 25% by 2013. The strategy put in place prioritises the
improvement of the regulatory environment of business. However, the simplification
of existing legislation should receive more attention.
11. The Council also highlighted the need to focus on investment in R&D, the
transposition of internal market legislation, progress towards the 2006 Spring
European Council SME policy targets, strengthening competition in the area of
professional services and protecting the environment by prioritising effective solid
and water waste management and curbing greenhouse gas emissions. An investment
in R&D, especially from the business sector, remains low with the levels of R&D
investment as a proportion of GDP stagnating since 1999. The set-up of research
policy has been redesigned and the actions supporting innovation have been updated
for the new programming period. Their effectiveness can only be assessed in the
medium term and may also depend on the general business environment. The
implementation of internal market legislation has improved markedly. In a quest to
improve the business environment, the start-up of companies has been made easier
for limited liability corporations, but some key measures of the NRP have not yet
been implemented (for example the creation of the General Commercial Registry and
of one-stop-shops for businesses, completing sector-specific land use and planning
frameworks). There was no progress regarding competition in professional services
where regulations remain among the most restrictive in the EU. Improvements in this
area, and in other services sectors, are expected to flow from the implementation of
the Services Directive.
12. Waste management is still weak, and efforts to address this are ongoing with the
support of Structural Funds. The policy response in the past has been rather weak as
illustrated by the number of cases to the European Court of Justice. Green house gas
emissions returned to a more sustainable path in 2006 and according to new
projections Greece will meet its Kyoto target. Complex licensing procedures and
local resistance are slowing down investment in renewable energy sources. However, the energy intensity of the economy is on a downward trend and close to the EU
average.
13. Efforts to improve the energy regulatory framework continue. High-voltage retail
tariffs were liberalised in 2008 and the entry of new providers is expected shortly.
Gas market liberalisation remains incomplete. In telecommunications, 2007 was the
first year of the full application of the Community legal framework. A detailed
programme of actions for 2008-2009 should complete the liberalisation in all market
segments. Competition and lower prices have led to a fast rise in broadband
penetration, facilitated by the government's Digital Strategy initiatives. The
development of energy infrastructure, including cross-border links, is of high policy
priority and pursued with certain success. Transport infrastructure will continue to
absorb a high percentage of public investment. Particular emphasis is given to further
developing private-public partnerships for an increasing number of infrastructure
projects.
EMPLOYMENT POLICIES
14. The Greek labour market is characterized by low employment, especially for women
and older workers and a very high long term unemployment and youth
unemployment. The main challenge for Greece is to improve the labour market
participation and employability of women and various disadvantaged groups. A
further challenge is to enhance the efficiency of the labour market by better matching
people to jobs and to increase the labour market relevance of education and training.
15. Greece addresses all four flexicurity components, whilst not explicitly defining a
national pathway or outlining an integrated approach. Policy focuses on active labour
market policies and skills upgrading, although spending on active policies and
coverage remain insufficient. Implementation of educational and lifelong learning
reforms is slow and a review of labour law is needed. Social security contributions
remain high.
16. The Council recommended Greece to focus on, employment protection, the tax
burden on labour, active labour market policies and undeclared work. Although the
institutional framework for flexible forms of employment is largely in place, these
appear to be unattractive to both employers and employees. An across-the-board
review of labour law is missing. In addressing the issue of efficiency of active labour
market policies, efforts have focused on integrating services (the creation of onestop-
shops), the delivery of services at local level and the targeting of particular
groups. Greece must increase spending for active measures and establish cooperation
between public and private sector institutions. Impact evaluation of activities need to
receive greater prominence.
17. There has been some progress with regard to reducing the tax burden on labour.
Attention should now be given to lifting the burden of high social protection
contributions, particularly for the low waged. With regard to undeclared
employment, the focus was put on combating tax evasion and on avoidance. The
issue needs to be addressed more effectively including by strengthening
administrative capacity. Implementation of already announced measures merits
higher priority.
18. Greece was also recommended to accelerate the implementation of reforms on
education and training. Despite high youth educational attainment, the youth
unemployment rate remains three times higher than the average. Greece must
proceed faster with the implementation of reforms in order to improve the quality of
education at all levels and improve its labour market relevance. Key areas include
increasing public spending on education, combating the fragmented governance of
the education and training systems, increasing training opportunities for adults, and
the implementation of tertiary education reforms. The full and rapid activation of a
national system to link education and training with employment is also of
fundamental importance. The absence of a system of official recognition of nonformal
and informal learning constitutes another major shortcoming. Furthermore,
Greece should speed up the implementation of the lifelong learning framework law.
19. The Council also asked Greece to focus on encouraging female employment,
reducing early school leaving and putting in place a comprehensive support for
active ageing. Additional teaching support programmes and centres for diagnosis of
emerging needs have operated, and the number of pupils leaving school early shows
a decrease. In addition, the gender employment gap is narrowing, but boosting
employment opportunities for women still remains a great policy challenge. An array
of initiatives has been implemented, strongly supported by the European Social
Fund. The introduction of an additional mandatory year of pre-school education and
care is important but more comprehensive action is necessary to better reconcile
work and family life. The new law reforming the pension system introduces
incentives for working longer. The NRP also outlines measures to support the
employment and employability of older persons, but further action is needed in terms
of activation policies for older persons, namely to provide them with more
employment and training opportunities.
20. The establishment of a National Fund for Social Cohesion is an important policy
initiative in alleviating poverty in Greece. The fund will support those persons on
low salaries and pensions. The full activation of the fund is essential.

Οι κεντρικοί τραπεζίτες χρησιμοποιούσαν μόνον το εργαλείο του καθορισμού των επιτοκίων, στα οποία προσαρμόζονταν αυτομάτως και όλες οι άλλες αγορές. Οι κεντρικοί τραπεζίτες νοιάζονταν βέβαια και για τη χρηματοοικονομική σταθερότητα και για την πλήρη απασχόληση, μπορούσαν όμως να προβάλουν το επιχείρημα ότι για να πετύχουμε στα δύο αυτά σημεία, ο καλύτερος τρόπος ήταν η σταθεροποίηση των τιμών, χωρίς την παρέμβαση των πολιτικών. Η χρηματοπιστωτική κρίση αντέστρεψε ολοσχερώς αυτήν την πραγματικότητα. Ο οικονομικός κύκλος υποτίθεται ότι έχει νικηθεί, αλλά ο κόσμος βρίσκεται στην πιο βαθιά ύφεση από τη δεκαετία του 1930. Ο αποπληθωρισμός έχει καταστεί μεγαλύτερος εχθρός απ’ ό, τι η ανεργία. Τα επιτόκια στις περισσότερες χώρες βρίσκονται σε μηδενικό επίπεδο και οι κεντρικές τράπεζες θα πρέπει να χρησιμοποιήσουν πρόσθετα εργαλεία.
Ας εξετάσουμε το πιο καίριο ερώτημα: Tι είδους εργαλεία; Πριν από την κρίση, σχεδόν κάθε μεγάλη τράπεζα λειτουργούσε βάσει των βραχυπρόθεσμων επιτοκίων (συνήθως overnight). To επιτόκιο αυτό, όποιο κι αν ήταν, είχε μικρότερη σημασία για την οικονομική δραστηριότητα από, για παράδειγμα, εκείνο των 12μηνων εταιρικών ή των 30χρονων στεγαστικών δανείων. Αλλά η σχέση μεταξύ αυτών ήταν αρκετά σταθερή ώστε να επιτρέπεται στις κεντρικές τράπεζες να επηρεάζουν τις χρηματοοικονομικές συνθήκες και άρα ολόκληρη την οικονομία. Ομως, οι σχέσεις αυτές είχαν περιέλθει σε ένταση ήδη πριν από την κρίση, καθώς η μείωση των αποταμίευσης διεθνώς προκάλεσε την «αποσύζευξη» των μακροχρόνιων και των βραχυπρόθεσμων επιτοκίων. Κατά τη διάρκεια της κρίσεως, αποδεσμεύθηκαν τελείως επειδή οι πιστωτές ανησυχούσαν μήπως τα δάνεια δεν πωληθούν ή δεν εξοφληθούν.
Σπασμωδικές αντιδράσεις
Οι κεντρικές τράπεζες αντέδρασαν, επεκτείνοντας τις δανειοδοτικές τους δραστηριότητες μέσω ποικίλων τύπων πιστώσεων και παραγώγων, πιο μακροχρόνιων όρων εξοφλήσεως και άλλων συναφών τρόπων. Η Fed άρχισε να δανείζει τις επενδυτικές τράπεζες. Η Ευρωπαϊκή Κεντρική Τράπεζα έδινε εγγυήσεις για απεριόριστα δάνεια μέχρι και έξι μήνες αντί μιας εβδομάδος που ίσχυε στο παρελθόν. Η Τράπεζα της Ιαπωνίας αγόρασε μετοχές και η Τράπεζα της Ελβετίας παρενέβη στις αγορές συναλλάγματος. Επιπλέον, τόσο η Τράπεζα του Καναδά όσο και η ΕΚΤ σκέπτονται να προβούν σε μαζικές αγορές επιχειρηματικών ομολόγων προκειμένου να δώσουν μία ώθηση στην ποσότητα των πιστώσεων. Ωστόσο, οι κεντρικές τράπεζες ελπίζουν να χαλαρώσουν τα μέτρα αυτά όταν θα τερματισθεί η διεθνής οικονομική κρίση. Η Fed, για παράδειγμα, είναι αναγκασμένη εκ του νόμου να άρει ορισμένα από αυτά όταν η «ανάγκη δεν θα είναι πλέον επείγουσα». Μία «στρατηγική εξόδου» είναι αναγκαία για την επιστροφή «σε μία οικονομία της αγοράς πιo ισορροπημένης και πιo ελαστικής», δήλωσε ο υποδιοικητής της, Ντόναλντ Κον.
«Κλειδί» ο πληθωρισμός
Σύμφωνα με τον διοικητή της Τράπεζας της Αγγλίας Μέρβιν Κινγκ, «η στρατηγική αυτή θα υπαγορευθεί από την προοπτική του πληθωρισμού». Η απόσυρση των έκτακτων μέτρων, ωστόσο, δεν θα είναι τόσο εύκολη όσο ακούγεται. Οι κεντρικές τράπεζες δεν θα πρέπει απλώς να επανεξετάσουν τα εργαλεία τους. Πιθανώς να χρειασθεί να επανεξετάσουν και τους στόχους τους. Οι κυβερνήσεις και οι κεντρικές τράπεζες είχαν καταλήξει να επικεντρώσουν τις προσπάθειές τους μόνον στη διατήρηση χαμηλού και σταθερού ποσοστού πληθωρισμού. H Fed εκ του νόμου υποχρεούται να δώσει την ίδια έμφαση στην απασχόληση και στον πληθωρισμό, ωστόσο, στην πράξη δίνει προτεραιότητα στον πληθωρισμό.
Η συναίνεση αυτή τίθεται πλέον υπό αμφισβήτηση. Η ύφεση ξεκίνησε σε ένα περιβάλλον σταθερότητας των τιμών, όπως έγινε και με την Αμερική το 1929 στην Αμερική και με τη χαμένη δεκαετία της Ιαπωνίας. Oπως λέει ο κ. Μπλάνσφλαουερ, «αυτή η προσέγγιση απέτυχε να αποτρέψει τη δημιουργία ανισορροπιών που προηγήθηκε της κρίσης και ήταν ανεπαρκής στην αντιμετώπισή της». Eτσι, πλέον υπάρχει συναίνεση για την αναζήτηση νέων εργαλείων ρύθμισης του χρηματοοικονομικού κλάδου.
Μετά την κρίση
Δικαίως ή αδίκως, η έξοδος από την κρίση θα βρει τις κεντρικές τράπεζες με έναν μεγαλύτερο ρόλο στις αγορές και την εποπτεία τους. Αυτό θα αμφισβητήσει ένα ακόμη στοιχείο της προ του 2007 συναίνεσης: ότι θα πρέπει να είναι όσο γίνεται πιο απομακρυσμένοι από την πολιτική. Η ανεξαρτησία τους προφύλασσε από την επιθυμία των πολιτικών να παίξουν με τον πληθωρισμό. Μέρος της ελκυστικότητας του δόγματος «ένα εργαλείο, ένας στόχος», ήταν ότι έκανε τη νομισματική πολιτική ένα τεχνικό, και όχι ένα πολιτικό, θέμα.
Πλέον οι διαχωριστικές γραμμές είναι περισσότερο ασαφείς. Οι μη συμβατικές οικονομικές πολιτικές που υιοθετούνται σήμερα πολύ συχνά απαιτούν από τις Κεντρικές Τράπεζες να χορηγούν δάνεια, τα οποία ενδεχομένως να μην αποπληρωθούν στο σύνολό τους. Αλλά ακριβώς επειδή οι φορολογούμενοι θα είναι αυτοί οι οποίοι θα επωμιστούν στο τέλος τις όποιες ζημίες, οι υπουργοί Οικονομικών -δηλαδή το κράτος- αναγκαστικά θα έχουν ισχυρότερη επιρροή στις Κεντρικές Τράπεζες και περισσότερα δικαιώματα παρέμβασης στη λειτουργία τους.
Η αναδιανομή πιστωτικών ροών και οι αυστηρότερες ρυθμίσεις σημαίνουν ότι μερικές εταιρείες θα είναι κερδισμένες και μερικές χαμένες. Χρειάζεται λοιπόν μεγαλύτερη λογοδοσία. Επίσης, με τα επιτόκια να βρίσκονται σε μηδενικό επίπεδο, η Fed και η Τράπεζα τις Αγγλίας αγοράζουν δημόσιο χρέος για να τονώσουν τις πιστωτικές ροές. Αυτό έχει συνέπειες και σε τρίτες χώρες, οι οποίες καλούνται να προσαρμόσουν και τις δικές τους πολιτικές με αποτέλεσμα να δημιουργούνται σειρά πιθανών αντιτιθέμενων συμφερόντων. Η μόνη διευθέτηση που μπορεί να υπάρξει είναι πολιτικής φύσεως. Αποτέλεσμα όλων αυτών είναι το χάσμα μεταξύ κεντρικών τραπεζών και πολιτικής να είναι λιγότερο ξεκάθαρο σήμερα. Το έργο των κεντρικών τραπεζιτών έχει μεγαλύτερη σημασία σε σχέση με πριν από το 2007. Αλλά την ίδια στιγμή, οι κεντρικές τράπεζες υφίστανται μεγαλύτερη κριτική και πολιτικό έλεγχο.
Η παγκοσμιοποίηση «κόβει» ταχύτητα τα επόμενα 5 χρόνια, εκτιμούν τα στελέχη
Επιβράδυνση της ροής κεφαλαίων, ανθρώπων και αγαθών, αλλά και υποχώρηση της εμπιστοσύνης στην ελεύθερη αγορά βλέπουν τα στελέχη για τα επόμενα 3 έως 5 χρόνια, ως συνέπεια της οικονομικής κρίσης. Στο συμπέρασμα αυτό καταλήγει έρευνα της εταιρείας McKinsey, που έγινε τον Μάρτιο, σε δείγμα 1.088 στελεχών από όλο τον κόσμο. Τα στελέχη, στην πλειονότητά τους, πιστεύουν ότι επίκειται η επιβράδυνση του ρεύματος της παγκοσμιοποίησης, με το εμπόριο και τη ροή κεφαλαίων και ανθρώπων να υφίστανται τις σημαντικότερες συνέπειες, ως αναπόσπαστα στοιχεία της. Ωστόσο, μετά το πέρας της πενταετίας, το 61% έως 71% των ερωτηθέντων εκτιμά ότι θα αποκατασταθεί η ελεύθερη κυκλοφορία τους. Ακόμη, το 50% των στελεχών πιστεύει ότι η επίδραση της κρίσης στις διεθνείς δραστηριότητες των επιχειρήσεων, αλλά και στις δραστηριότητες των διεθνών οργανισμών, δεν θα υπερβεί την 5ετία. Ωστόσο, από την αισιόδοξη αυτή οπτική εξαιρούνται οι διεθνείς χρηματαγορές, για τις οποίες οι συνέπειες της κρίσης, σύμφωνα με το 49% των ερωτηθέντων, θα είναι καθοριστικές για την επόμενη 20ετία, επηρεάζοντας τον ρυθμό εναρμόνισής τους.
Οι αναλυτές της McKinsey πάντως εκτιμούν ότι η «επόμενη ημέρα» θα διαφέρει από την «προηγούμενη» της κρίσης. Πολύ πιθανό θεωρείται το σενάριο να ενταθεί ο ανταγωνισμός μεταξύ των αναπτυσσομένων χωρών, μέσω της αυξημένης δυναμικής που αποκτά πλέον το χαμηλό κόστος. Ετσι, θα μιλάμε για ανταγωνισμό ακόμη και μεταξύ γεωγραφικών περιοχών μιας χώρας, με ενδεικτικά παραδείγματα τις αχανείς χώρες της Κίνας και της Ινδίας. Οι αποκλίσεις που καταγράφονται σε ό,τι αφορά το κόστος παραγωγής μεταξύ διαφορετικών περιοχών των χωρών αυτών αναμένεται να ενταθούν, οδηγώντας τις σε ανταγωνισμό για θέσεις εργασίας και επενδυτικά κεφάλαια. Η εξέλιξη αυτή θα σημάνει πλεονεκτήματα για τις επιχειρήσεις, οι οποίες θα μπορούν να βρίσκουν αξιόλογες ευκαιρίες sourcing. Η παγίδα ωστόσο για τον επιχειρηματικό κόσμο βρίσκεται στο ενδεχόμενο να αγνοηθεί η παράμετρος της πολιτικής, στο νέο περιβάλλον. Με άλλα λόγια, η «επόμενη μέρα» αναμένεται να βρει ισχυροποιημένες τις εθνικές πολιτικές των χωρών και αποδυναμωμένες τις συνθήκες του Παγκόσμιου Οργανισμού Εμπορίου, για τις οποίες προϋπήρχαν ενδείξεις διάβρωσης πριν από το ξέσπασμα της κρίσης. Ηδη από το 1995 ο αριθμός των περιφερειακών συνθηκών εμπορίου τριπλασιάστηκε, ενώ σε περσινή έρευνα η πλειονότητα των επιχειρήσεων σε 8 από τις 10 μεγαλύτερες οικονομίες δήλωνε ότι η παγκοσμιοποίηση κινείτο με ταχύτητα υψηλότερη του επιθυμητού... Στο ίδιο κλίμα, εκτιμάται ότι θα αυξηθεί ο «πειρασμός» άσκησης εθνικιστικών οικονομικών πολιτικών για τους πολιτικούς ηγέτες των χωρών, παρά τις περί του αντιθέτου δηλώσεις... Στο πλαίσιο αυτό, οι «έξυπνες» επιχειρήσεις θα πρέπει να αναγνωρίζουν την επίδραση και των πιο περιφερειακών πολιτικών μιας χώρας στα δικά τους δεδομένα. Και βεβαίως, όλα αυτά θα είναι εφικτά μόνο μέσω της πρόσληψης ταλαντούχων στελεχών από διαφορετικές περιοχές του κόσμου.

Οι αγορές δεν προεξοφλούν
Αυτό είναι γεγονός κι όχι εκτίμηση ύστερα από την ανακοίνωση για -6.1% ετήσια μεταβολή του ΑΕΠ. Οι προηγούμενοι "νικητές" σε μάκρος ύφεσης ήταν οι περίοδοι '73-'75 και '81-'82, η καθεμία διήρκησε τέσσερα (4) τρίμηνα, σύμφωνα με αυτούς που ορίζουν τις υφέσεις στην Αμερική. Εάν μάλιστα γίνουμε πιο ακριβείς, το μεταπολεμικό ρεκόρ είναι ακριβώς 16 μήνες, τόσο για το '73-'75 όσο και για το '81-'82.
Για να πιαστεί το ρεκόρ των 16 μηνών σε αυτή την υφεσιακή περιόδο, η οποία ξεκίνησε το 4ο τρίμηνο 2007, θα πρέπει και ο Απρίλιος να είναι ένας ακόμα μήνας των ΗΠΑ σε ύφεση, μιας και η κορυφή της ανάπτυξης θεωρείται ο Δεκέμβριος 2007.
Ο καλύτερος μεμονωμένος δείκτης ανάπτυξης/ύφεσης που υπάρχει είναι ο αριθμός των μισθολογίων εξαιρουμένου του αγροτικού τομέα, ο οποίος θα ανακοινωθεί την επόμενη Παρασκευή στις 8 Μαϊου. Είναι σχεδόν βέβαιο ότι τον Απρίλιο τα μισθολόγια των επιχειρήσεων θα απαρτίζονται από λιγότερους μισθωτούς.
Κι εάν ανακοινωθούν περισσότεροι άνεργοι, θα πρέπει να πάμε ογδόντα (80) ολόκληρα χρόνια πίσω, στη καταστροφή του '29-'32, για να βρούμε βαθύτερη ύφεση.
Βέβαια, πολλοί υποστηρίζουν ότι εκτός της μεταβολής του μεγέθους [(1η) παράγωγος / παραγώγιση ή διαφόριση του μεγέθους] σημασία έχει και η μεταβολή της ..μεταβολής [2η παραγώγιση του μεγέθους], καθώς η αγορά ..προεξοφλεί. [εδώ μπορείτε να βρείτε τα της παραγωγισιμότητας των συναρτήσεων]
Η Διοίκηση υπό τον νέο Πρόεδρο Ομπάμα - και μαζί του μεγάλο μέρος της αγοράς, έχει ως δεδομένα ότι:
1. η οικονομία θα ανακάμψει κάποια στιγμή στο 2ο εξάμηνο 2009
2. ακόμα κι η οικονομία αργήσει περισσότερο να ανακάμψει, υπάρχει περιθώριο για επιπλέον μέτρα
[κλασσικές σκέψεις πολιτικών... ειδικά η 2η]
Κι αυτά διότι:
1. έχει διατεθεί, για την ανάσχεση της παρούσας ύφεσης, συνολικά το ..29% του αμερικάνικου ΑΕΠ, ένα ανομολόγητο ποσό...
2. δυσάρεστες πολιτικά επιλογές όπως οι κρατικοποιήσεις τραπεζών μέχρι στιγμής έχουν αποφευχθεί, αν και υπάρχουν σοβαρά ερίσματα για να δρομολογηθούν, ενώ η επιλογή αυτή ακόμα υφίσταται.
Όμως, κακά τα ψέμματα, μια τέτοια - σχετικά συντηρητική - στρατηγική έχει πολύ μεγάλο ρίσκο καθώς αποφεύγει να αναμετρηθεί με τα διαρθρωτικά προβλήματα της οικονομίας, όπως π.χ. η αντιμετώπιση έστω και πρόσκαιρη της χρηματοοικονομικής ολιγαρχίας, ενώ από την άλλη είναι μια (σχετικά) ασφαλής στρατηγική απέναντι σε μια ολοκληρωτική καταστροφή. Και βέβαια υπάρχει η σοβαρή πιθανότητα η παθητική στάση του να ξοδεύεις λεφτά χωρίς να κάνεις άλλες, σημαντικές τομές να αποσυνθέσει και την υπόλοιπη οικονομία.
Κι ο χρόνος του Ομπάμα δεν γυρίζει πίσω.
Stress tests
Μια πολύ καλή ιδέα που δημοσιοποίησε ο Geithner μάλλον χρησιμοποιείται ώστε να πειστεί η κοινή γνώμη για τη "δύναμη που έχουν οι τράπεζες" αλλά και να αναστυλωθεί η δημόσια εμπιστοσύνη.
Όποιος διαβάσει τα test που πέρασαν οι τράπεζες θα κατανοήσει τη ..δυσκολία αλλά και γιατί οι αγορές ήδη τρέχουν. Τα δύο (2) σενάρια εξετάσεων περιλαμβάνουν περιπτώσεις ΑΕΠ στα -3.3% και +0.5%, ανεργία στα 8.9% και 10.3% καθώς και τιμές σπιτιών στα -22% και -7%.
Συνεπώς οι αμερικάνικες τράπεζες έχουν αρκετά κεφάλαια για να ..συνεχίσουν το έργο τους.

Τι αναμένεται να επακολουθήσει
Η "κρίση" γυρνοβολούσε τη Wall Street και τις αγορές για δύο χρόνια, τουλάχιστον από τις αρχές του 2007 και τα πρώτα σκασίματα διάφορων funds υπό τον κωδικό "subprime". Η διαδικασία έκανε μεγάλη ζημιά ιδιαίτερα στο τέλος του 2008, όταν ξεκίνησε να χτυπάει σφόδρα την πραγματικη οικονομία, διαλύωντας τις επιχειρήσεις και αφήνωντας πίσω ανέργους. Η Κυβέρνηση Ομπάμα ακόμα και το 2010 θα ασχολείται με χρεοκοπίες, πτωχεύσεις, τη φτώχεια και τη διάλυση της πραγματικής οικονομίας, κι επιπλέον τα γεωπολιτικά ρίσκα συνεπακόλουθα αυτής της κατάστασης καθώς αποκλείεται τα χειρότερα να τελείωσαν: η μικρότερη μεταπολεμική ύφεση του 2001 [δύο (2) τρίμηνα] κατάφερε να διαλύσει την αγορά εργασίας για τριάντα και (30+) μήνες, η παρούσα βρίσκεται μόλις στους 17-18 μήνες αποσύνθεσης της αγοράς εργασίας.
Το παράδειγμα της Ιαπωνίας και η "χαμένη δεκαετία" είναι πρόσφατα και καλό θα ήταν να μελετηθούν ώστε να μην διαρκέσει το τωρινό φαινόμενο τόσο πολύ. Άλλωστε οι ομοιότητες των δύο οικονομιών (φούσκωμα και ξεφούσκωμα στην αγορά ακινήτων - ζημιές στις τράπεζες και εμπλοκή των κεντρικών τραπεζών - μηδενικά επιτόκια) είναι μεγάλες.
Βέβαια, για να γίνουν κινήσεις ανάσχεσης των παραπάνω καλό θα ήταν οι περισσότεροι ιθύνοντες να παραδεχτούν επιτέλους ότι η παρούσα ύφεση στην Αμερική είναι η χειρότερη από το '29-'32 [βλέπε πρώτο μέρος του ποστ] και ότι επιβαρρύνεται περισσότερο από τα παρόμοια προβλήματα της Ευρώπης, την κατάρρευση της παγκόσμιας παραγωγής και του παγκόσμιου εμπορίου, τα οποία ανατροφοδοτούν το πρόβλημα.
Η "πηγή του κακού" συνεχίζει να είναι το χρέος και τα επίπεδα δανεισμού των καταναλωτών, εάν αυτά δεν τείνουν να ορθολογικευθούν τότε το πρόβλημα θα παραμένει.
Τέλος, τα μάτια πάντοτε στο δολλάριο: ο ρόλος του και το χρέος που έχει αποθεματοποιηθεί σ'αυτό σίγουρα θα μας δείξουν λίγο από το πως θα κινηθεί το όλο σύστημα.
