VIENNA, June 18 (Reuters) - International partners will not decide on fresh loan payments to Greece until a new government there has signed a memorandum of understanding (MOU) with the so-called troika of EU, IMF and ECB, a senior euro zone official said.
Following Sunday's parliamentary elections, Greece is likely to form a new government quickly, EU Economic and Financial Committee President Thomas Wieser said Monday.
"I cannot really say anything as we will have to see who is in the government and what the government wants from us," he said at an event in the Austrian capital. "I think the government will be formed very rapidly as nobody is more aware of the crisis than they are. There will be no new decision on disbursements before we have a new signed memorandum of understanding."
On the Spanish recovery programme, he said that "the conditionalities may not only include individual banks."
The Committee Wieser heads "provides opinions at the request of the Council of the European Union or the European Commission," according to the EU's website. "Its preparatory work for the Council includes assessments of the economic and financial situation, the coordination of economic and fiscal policies, contributions on financial market matters, exchange rate polices and relations with third countries and international institutions. This Committee also provides the framework for preparing and pursuing the dialogue between the Council and the European Central Bank."

"No new decisions on disbursements will be made until a new MOU has been negotiated and signed," Thomas Wieser, head of the Eurogroup Working Group that supports the work of euro zone finance ministers, told reporters on Monday.
Asked about conditions being discussed for a euro zone aid package agreed to help support Spain's banking sector, he said conditionality "may not only include that on individual banks", but he was not more specific.
